Do you have a new or newly remodeled home. The relay board provides voltage to many components of the air conditioner including the fan motor. A non running fan can be one of three things. It s possible that it is simply not getting power or that the capacitor is dead but the condenser fan motor itself is.

Stopping the furnace and the third attempt will show up in the blinking light.
